On May 6, 2026, a coalition of organizations (including NBHAP) sent a letter to the Senate and House Committee on Appropriations to push back on proposed cuts to federal overdose prevention funding in the FY 2027 President's Budget.

The proposed budget would consolidate the State Opioid Response grant, SAMHSA block grants, and CDC's Overdose Data to Action into a single block grant at $500M below current funding, while eliminating over $1B in SAMHSA community grants that fund first responder training, treatment for pregnant women, and rural recovery services.

As the letter states, “If this proposal is adopted by Congress, HHS programs dedicated to addressing the connection between HIV/AIDS and substance use could be significantly reduced or restructured in ways that may affect service delivery continuity. Significant funding reductions or structural disruption – compounded by reductions in agency staff capacity to administer and oversee programs – risks reversing hard-won progress at the worst possible moment.”
