Advocacy Alert: Oklahoma new legislation alert: HB 3888

January 29, 2026

via ODAPCA

Our state partner, ODAPCA (Oklahoma Drug & Alcohol Professional Counselor Association), has alerted us to their state House Bill 3888.

If this bill passes, it will dismantle the Oklahoma Board of Licensed Alcohol and Drug Counselors and the Oklahoma Board of Behavioral Health to bring them under the umbrella of the Oklahoma Department of Mental Health and Substance Abuse Services. You can track the progress of the bill here.

ODAPCA has played a major role in state licensing from the beginning of the OBLADC, and it is our hopes that they remain separate and relevant. We currently have a partnership with them where their members are eligible for a free membership in NBHAP.

Please feel free to contact them with questions and or concerns, as well as suggested scripts to use when contacting state representatives. They will provide additional information as received and continue their advocacy for the community of addiction and mental health providers. You can find more about them on their page in our Associate Member directory.

Questions? Concerns?

As always, we want your input. What topics would you like to see us cover in future Advocacy Alerts? If you are a representative of a state association and have something for us to consider for an Advocacy Alert, let us know!

Did you know NBHAP members get regular access to our advocate in Washington, DC? If you have any questions about NBHAP's advocacy efforts, please contact us.
