2022 was a year in which BHAP made great strides in terms of the breadth and quantity of policy it supported. As our policy efforts continue to grow, we laid significant groundwork for the coming years. However, as is often the case in advocacy, some of our priorities did not come to fruition, so we must continue to advance these issues in the coming year.

SUD policy is still a popular subject in policy circles, as overdose rates remain over 100,000 per year. While most of the policy focus from Congress is on fentanyl and fentanyl analogues, BHAP will continue to advocate for policies that advance all aspects of SUD treatment and recovery.

Our webinar examines NBHAP’s policy priorities as they continue to evolve, and how current policy recommendations fit with our goals. Subject matter includes the SUD workforce, medication assisted treatment, recovery support services, and telehealth. We also examine federal funding for SUD treatment and recovery, as well as what Congress and the White House may have in mind for 2023 and beyond. The political landscape will be challenging with a divided Congress and is a factor that cannot be ignored.

The webinar gives a complete picture of the policy landscape and will leave NBHAP members well-informed.

Andrew Kessler

Andrew Kessler, JD, is founder and principal of Slingshot Solutions LLC, a consulting firm that specializes in behavioral health policy. His clients, past and present, include the International Certification and Reciprocity Consortium (IC&RC), the California Consortium of Addiction Programs & Professionals (CCAPP), and Faces and Voices of Recovery.

With 20 years of policy experience and over a decade in behavioral health, Kessler is a fixture in circles that advocate for substance abuse treatment, prevention, and research. He collaborates frequently with congressional offices, the White House Office of National Drug Control Policy, the National Institute on Drug Abuse (NIDA), the Substance Abuse and Mental Health Services Administration (SAMHSA), and other federal actors.

Kessler has written legislation and report language adopted by both the House and Senate Appropriations Committees, and has presented orally before such bodies as the Scientific Management Review Board, the National Conference on Addictive Disorders, and the College on Problems of Drug Dependence.
