When you think of Florida, you may envision sun, sand, and sea. But if you're running an addiction treatment program, the word likely has another connotation for you, whether or not you ever set foot on the peninsula.
You don't have to be anywhere near Florida to have heard of the "Florida model," the practice of bypassing state licensing requirements by setting up sober living homes in lieu of residential addiction treatment facilities ... and then transporting patients to outpatient programs.
This mode of operating owes its name to the fact that it was pioneered in Florida, but it is used in many other states, and it is regarded as illegal.
In recent years, there has been a proliferation of "Florida model" programs in California, even though regulators have emphatically asserted that it is a violation of state law to combine unlicensed sober living with outpatient treatment programs (which are required to be licensed).

Often the rules and regulations feel like moving targets, elusive when you're looking for them, enmeshed with or camouflaged by other codes and restrictions, and changing just when you think you have a grasp on them.

His professional background is in institutional investments, and he currently advises mid-size companies on matters including asset management, capital structure, business combinations, new venture financing and business planning.
His behavioral health industry experience includes CFO and COO positions with a prominent Southern California provider. Dave also serves on the board of the Chandler Lodge Foundation in North Hollywood, California.
