Contingency Management (CM) is one of the most rigorously studied and effective behavioral health interventions available today—yet it remains underutilized across many systems of care. This webinar provides a practical, accessible introduction to contingency management, grounding participants in both the strong evidence base behind the model and the real-world considerations for implementing CM programs within clinical and organizational settings.
This session presents a clear overview of contingency management, including its theoretical foundations, core components, and supporting research. CM is the most effective treatment for stimulant use disorder and is gaining renewed attention across the nation. Participants will learn why CM plays a critical role in today’s treatment landscape, particularly in light of limited pharmacological options for stimulant use disorders and the growing emphasis on evidence-based, outcomes-driven care.
Beyond the “what” and “why” of contingency management, the webinar focuses on how to operationalize CM in practice. Participants will explore how CM functions in real-world settings, identify common implementation challenges, and examine practical factors that support successful adoption. The session highlights key regulatory and compliance considerations organizations should understand when exploring CM, including incentive-related requirements, documentation expectations, and the importance of aligning programs with federal and state guidance. While the webinar does not provide legal advice, it will help attendees navigate the regulatory landscape and identify critical questions to address when planning CM programs.
It will cover an overview of current funding streams and financing options that may support Contingency Management programming. As interest in CM continues to grow, questions related to sustainability, reimbursement, and compliance have become increasingly important. JK Costello, MD, MPH
JK Costello, MD, MPH, (he/him) develops population health plans for substance use disorder prevention, treatment, and recovery. As a physician in recovery himself, he understands both the health care system and community recovery. But perhaps the most powerful work he does is sharing his story of recovery as a person in recovery who has found his purpose in helping other people navigate the treatment and justice systems.
Inspired by the ongoing explosion of substance use and overdose, he works across medicine, public health, and community organizations to create a community of recovery. His work covers all parts of the continuum from prevention and stigma reduction to clinical workflows. He has extensive experience developing clinical programs for opioid use disorder treatment, having worked with more than a dozen clinics, syringe access programs, and jails. He has advocated at the legislature for better treatment in carceral facilities.
Samantha Strobing, LCSW, MBA
Samantha Strobing, LCSW, MBA, (she/her) is a behavioral health leader with more than 15 years of experience advancing clinical services, organizational leadership, and program development. As a behavioral health consultant with The Steadman Group, she brings a strong blend of clinical expertise and business acumen, partnering with organizations to strengthen systems of care, improve service delivery, and achieve measurable outcomes.
Beyond her operational leadership, Samantha is actively engaged in advancing best practices across the behavioral health field. She has facilitated trainings on trauma-informed care, strengths-based leadership, and clinical practice improvement, and has represented her organizations in professional and community leadership forums.
