Learn about C-CARA's mission to create the nation's first "on demand" addiction treatment system by guaranteeing access to treatment when the individual presents a need, and by eradicating waiting lists where Californians die while waiting for treatment. C-CARA's mission will be accomplished through legislative action on a set of legislative bills to address each of the four areas identified as cornerstones of a comprehensive "treatment on demand" system for California.

The webinar's objectives are to help administrators and counselors:

  • Understand the changing political environment and how these changes could impact them as well as the clients they serve.
  • Recognize the legal and ethical issues with patient brokering.

Pete Nielsen

Pete Nielsen is the Chief Executive Officer for the California Consortium of Addiction Programs and Professionals (CCAPP), CCAPP Credentialing, and CCAPP Education Institute. California Consortium of Addiction Programs and Professionals (CCAPP) is the largest statewide consortium of community-based for-profit and nonprofit substance use disorder treatment agencies, and addiction-focused professionals, providing services to over 100,000 California residents annually in residential, outpatient, and private practice settings. Its 12,000 individual addiction professionals and 500 programs provide substance use disorder treatment services in the majority of DHCS licensed and/or certified sites throughout the state and constitute the largest infrastructure of the state’s publicly funded substance use disorder treatment network. CCAPP is the only statewide consortium representing all modalities of substance use disorder treatment programs.

Mr. Nielsen previously held the position of Deputy Director for CCAPP and Interim Executive Director for the California Association of Alcoholism and Drug Abuse Counselors (CAADAC). In addition to his solid background in association management, he also has a diverse background in education and treatment. He is a nationally known speaker and writer who has been published in numerous industry-specific magazines. He is currently on the editorial board for Counselor magazine. He is the Co-Chair for the Criminal Justice Credential for the International Certification and Reciprocity Consortium (IC&RC). He has a Masters of Arts in Counseling Psychology from the Western Institute for Social Research (WISR), Berkley, California. He obtained his Bachelors of Science in Business Management from University of Phoenix, Rancho Cordova, California. He also received an Associates of Arts in Human Services (Counseling) from Folsom Lake College, Placerville, California. He has worked in education as a campus director, academic dean, and an instructor. He has worked in the substance use disorders field for nineteen years as an interventionist, family recovery specialist, counselor, and administrator.
